Adwords Keyword Review Specialists Make Strange Decisions

When it comes to Google Adwords I am a great advocate however there are some things I really don't understand about the ad review process with regard to search queries for keyword targeting.

In case you have never used Google Adwords let me bring you up to speed. When you create the Adwords keyword triggered ads as seen beside Google search results you must specify the search queries (keywords) you would like your ads to appear beside. These keywords are reviewed by Google staff to ensure they are being used in compliance with their advertising policies.

As someone who has passed the Adwords Professional exam I understand this, and I also understand why it is in Google's interest to do this.

However, I am struggling to understand some of the decisions by the staff who review these ads. Consider the image below:

Here you see a number of search queries (using the phrase match option) I have entered for the promotion of an Australian online sex shop. Each query includes the words "sex shop" or "sex shops".

Now take a look at the text explanation beside the word 'No' in the yellow box. The same is seen for each keyword. The first sentence says:

"Adwords Specialists have classified your ad as Adult, but the search query isn't adult in nature."

My question is this: how can any search query with the words 'sex shop' not be adult in nature?

It could be that the decision was left to the Google Adwords automatic review process however if a human reviewer has determined this decision I really can't understand how this is their position.
